In recent years, several market  segments have  been dominated by cartel  agreements and  monopolies – said Prime  Minister  Viktor Orbán  in his  recent speech before  the  European Parliament as well as in his  annual ‘state  of the  Nation’  speech at  Millenáris.  It seems that  government policy  is  determined to  fight harmful market  conduct. The  new Constitution of Hungary  reflects  this approach as well by making  it an obligation  of the State to ensure the conditions of fair economic competition and  to intervene against abuse of dominance. However, it remains doubtful whether it was appropriate to insert these objectives into the Constitution.
